Permanent Christmas lights are small LED lights mounted under the eaves, where they stay all year. An app sets the color, brightness and schedule, so the same lights work for Christmas, Halloween, game day and everyday evening lighting. Pronto installs systems that you buy, including Govee.
Seasonal lights mean a ladder in November and again in January. Permanent lights go up once. After that, changing from warm white to red and green takes a few taps on your phone.
The lights face down from under the eave, so by day you mostly see the roofline. At night they wash the wall below with color.
Both are good choices. They suit different homes.

Yes. The controller plugs into an outdoor outlet. If there is no outlet near the eaves, tell us in your quote request and we will go over the options.
