The cost of permanent Christmas lights has two parts. The first is the lighting kit, which you buy yourself and which is priced by length. The second is installation, which depends on how many feet of eave you light, how high the roofline is and how the cable has to run.
Companies that sell their own permanent lights usually quote a single price per foot, with the product and the labor rolled together. That makes it hard to see what you are paying for.

Seasonal lights cost less each year, and you pay for installation and takedown every season. Permanent lights cost more once, and after that there is no yearly install or takedown to pay for.
Which is cheaper depends on how many years you count and how often you use the lights. A home that lights up for four or five occasions a year gets far more from a permanent system than one that only wants December.
